Congress pushes back on bailout

NEW YORK (CNNMoney.com) -- On the eve of the first public discussion between lawmakers and the administration about the Treasury's $700 billion financial rescue proposal, the debate is being framed by a few key issues.

Lawmakers from both parties, while acknowledging the urgency of the moment, nevertheless object to giving what they characterize as a "blank check" to Treasury Secretary Henry Paulson to buy troubled assets from financial institutions. They want provisions that would explicitly protect taxpayers.

"We don't have a lot of time. We want to act but we want to act responsibly," said Senate Banking Committee Chairman Christopher Dodd, D-Conn., at a press briefing Monday afternoon.

Dodd's committee will hold a hearing on the bailout on Tuesday morning. The House Financial Services Committee will do the same on Wednesday. Paulson and Federal Reserve Chairman Ben Bernanke are scheduled to testify at both hearings.

Many lawmakers seem to be on board with giving Paulson the authority he seeks, but they want to add a few provisions.

Senate Democrats circulated a counter proposal on Monday that would require the government to receive an ownership stake in the companies it helps.

The proposal, offered up by Dodd, would require companies who sell assets to Uncle Sam to give the government shares in the company, according to a draft obtained by CNN.

The Senate Democrats' proposal would also require the government to come up with "a systematic approach for preventing foreclosures and ensuring long-term, sustainable homeownership through loan modifications and use of the HOPE for Homeowners Program" on the mortgages it buys in the bailout.The Dodd proposal calls for curbs on executive compensation and a change to federal law so that judges can modify a bankruptcy filer's primary residence mortgage. Under current law, judges may only modify loans on second homes. The lending industry has strongly opposed such a provision.

Lastly, the Dodd proposal would terminate Treasury's special authority to buy up troubled assets by Dec. 31, 2009. By contrast, the Treasury's proposal calls for termination two years from the date of enactment.

In a briefing with reporters on Monday, House Financial Services Committee Chairman Barney Frank, D-Mass., said he is finalizing a counter-proposal and that his plan is "very close" to Dodd's.

Meanwhile, the Bush administration is pushing for a "clean" bill to be passed quickly and not be loaded up with provisions that would deter companies from participating.

"[T]he whole world is watching to see if we can act quickly to shore up our markets and prevent damage to our capital markets, businesses, our housing sector, and retirement accounts," President Bush said.

At the same time that congressional leaders are seeking provisions to protect taxpayers and troubled borrowers, financial institutions are weighing in with what they want in the bill. On Sunday, the Financial Services Roundtable - a lobbying group representing the nation's banks - called on Congress to make the plan "broad enough to include different types of assets."

The Treasury has amended its original request to give it authority to buy up not just troubled mortgage assets, but troubled assets period.

"Removing troubled assets will begin to restore the strength of our financial system so it can again finance economic growth," according to a statement on the Treasury Web site.

Historically significant time

The proposals being debated are the centerpiece of what would be the most sweeping economic intervention by the government since the Great Depression.

Paulson, Federal Reserve Chairman Ben Bernanke and other officials have said in recent days that the lack of easy credit between banks and other financial institutions threatens to inflict serious damage on the economy if not addressed immediately.

The plan would allow the Treasury to buy up troubled assets from U.S.-based companies and foreign firms with big U.S. operations. The aim is for the government to buy the securities at a discount, hold onto them and then sell them for a profit.

Experts liken the Treasury's plan to the Home Owners' Loan Corp., put in place in 1933 to stem foreclosures and help refinance defaulting mortgages and boost banks' liquidity.

The mortgage plan is part of an extraordinary effort by the federal government to contain a financial crisis that has forced a major realignment on Wall Street and has started rippling out to Main Street.

Given the magnitude of the Treasury's request and its long-term ramifications, lawmakers want to spend at least a little time debating the issues. Jerry O'Connell Dishes on Baby Naming and Dating Dilemmas

The pregnancy cravings keep on coming for actress Rebecca Romijn,who is due with twin girls this winter. Husband Jerry O'Connell -- who revealed earlier in the pregnancy that Rebecca was craving ice-cream -- dished to PEOPLE Sunday night at the Nike + Human Race that "lemonade always has to be in our fridge," along with the odd request of soy cream cheese. While lemonade is easy for Jerry to find in the local grocery store, soy cream cheese usually has the actor searching endlessly until he finds it "in the corner of the supermarket some place!" And while Jerry happily takes on keeping Rebecca happy, he does admit that he is a little confused as to why, according to Rebecca, it must be soy cream cheese. At the same event, Jerry explained to OK! that "we are by no means vegetarians. We eat dairy. We eat meat. We eat it all. But for some reason, soy cream cheese is the call!"

Among dealing with craving requests, Rebecca and Jerry have also spent coming up with names for their two girls. While Jerry shares that "we're probably, most definitely, going to name one of them Dolly," since Rebecca is a huge Dolly Parton fan (and coincidentally, Dolly Parton's middle name is Rebecca!), Jerry only jokes that it would be fun "to name the other one Lama." As the couple try to decide on names, the 34-year-old actor says that "the advice I've heard from other people who have twins is don't call them 'the twins' and don't name them rhyming names." While Rebecca and Jerry aren't sure how they feel about names that rhyme, Jerry certainly has some ideas of his own when it comes to naming the girls! In the beginning, he was leaning toward Mary-Kate and Ashley, after the Olsen twins, as he explains, "That's what I wanted because they're earners. Those girls make money. If my girls made that kind of money, I'd be really proud of them."

As Jerry looks on to the future and envisions the girls in their teenage years, he can't help but think of the topic many fathers of daughters dread: dating. Upon receiving the news that he would be the father of two little girls, Jerry decided they were "not allowed to date until I die. That was my original thought. They can date boys when I'm dead." Luckily for the babies, Jerry has since relaxed his rules -- but not by much! He goes on to explain that, "they are allowed to date boys, but it has to be a boy who is heir to a throne of a nation." Jerry isn't picky though as he doesn't care which nation, as long as it's a nation! Thinking ahead to dealing with the perils dating and his every day stress on the set of Do Not Disturb, he admits that at the end of the day, all that stress disappears when he is able to feel the girls kicking.

What's funny is that I'll stress out and then I'll come home and my wife will be like 'Feel the babies,' and then I'll feel them and I'm like 'Wow, what am I stressed out for?' Just have a healthy kid.

The baby girls will be Jerry and Rebecca's first children. The couple have been married since July 14, 2007. Jerry's latest show, Do Not Disturb, premieres September 10th on FOX.

Sorority may link anthrax suspect to NJ letters (AP)

WASHINGTON - His decades-long obsession with a college sorority may link a former Army biowarfare scientist to four anthrax-laced letters dropped off at a New Jersey mailbox in 2001, authorities said Monday in the latest twist of one of the most bizarre unsolved crimes in FBI history.




U.S. officials said Bruce Ivins' fixation with Kappa Kappa Gamma could explain one of the biggest mysteries in the case: why the anthrax was mailed from Princeton, N.J., 195 miles from the lab it's believed to have been smuggled from.

Still, authorities acknowledge they cannot place Ivins in Princeton the day the anthrax was mailed. And the curious explanation connecting the scientist and a sorority is unlikely to satisfy his friends and former co-workers who question what motive the married father of two might have had for unleashing the attack.

Ivins, 62, killed himself last week as the Justice Department prepared to indict him on capital murder charges for the deaths of five people who were poisoned by the anthrax in the weeks following 9/11. His attorney maintains he would have been proven innocent were he still alive.

The mailbox just off the campus of Princeton University where the letters were mailed sits about 100 yards away from where the college's Kappa Kappa Gamma chapter stores its rush materials, initiation robes and other property. Sorority members do not live there, and the Kappa chapter at Princeton does not provide a house for the women.

Multiple U.S. officials told The Associated Press that Ivins was obsessed with Kappa Kappa Gamma, going back as far as his own college days at the University of Cincinnati when he apparently was rebuffed by a woman in the sorority. The officials all spoke on condition of anonymity because they were not authorized to discuss the case publicly.

There is nothing to indicate Ivins was focused on any one sorority member or other Princeton student, the officials said. Instead, officials said, Ivins' e-mails and other documents detail his long-standing fixation on the organization.

An adviser to the Kappa Kappa Gamma chapter at Princeton, Katherine Breckinridge Graham, said Monday she was interviewed by FBI agents "over the last couple of years" about the case. She said she could not provide any details about the interview because she signed an FBI nondisclosure form.

However, Graham said there was nothing to indicate that any of the sorority members had anything to do with Ivins.

"Nothing odd went on," said Graham, an attorney and Kappa alumna.

Kappa Kappa Gamma executive director Lauren Paitson, reached at the sorority's headquarters in Columbus, Ohio, initially told an AP reporter Monday afternoon she would provide a comment shortly. She did not answer subsequent phone messages or e-mails seeking that response.

Had he lived, authorities had planned to argue that Ivins could have made the seven-hour round trip to Princeton from the Fort Detrick lab in Frederick, Md., after work. in these trying times, more and more tv characters are turning to god for help, but the rest of us seek salvation where we've ever after bring about it: at the bottom of a cold bottle of beer, in between the lines of a gillian welch commotion, in the shade of a big oak tree, in the creases of the sunday new york times, in the fusty corners of our pot drawer, in youtube footage of hopeless drunks, in an formal pitcher of water on a hoof it in 100-limit heat, in the first bite of an egg mcmuffin, in an afternoon bent over-espresso break, in the summer breezes blowing in the window at eventide.

This is why TV will never provide a true salve for bad moods or existential angst or recessionary doldrums. Because TV rarely takes on the heart-rending dimensions of great fiction. Occasionally a TV writer like Alan Ball or David Milch or David Chase tries to capture these gaps in our experience, these divine lapses and lulls that tear us from our day-to-day lives.

Jaane Tu Ya Jaane Na beats Love Story 2050 in bookings

Light romantic college drama Jaane Tu Ya Jaane Na is proving to be a tough competitor for the futuristic sci-fi thriller Love Story 2050 - both release on Friday and Jaane Tu already has more advance bookings.

Both films are launching new faces. While Jaane Tu is the launch vehicle of Aamir Khan's nephew Imran, Love Story 2050 is the debut film of producer-director Harry Baweja's son Harman.

Jaane Tu is seeing a lot of advance booking because of PVR multiplex's strategic planning. They planned it long back and they themselves are the co-producers and distributors of the film," Joginder Mahajan, a Delhi-based film distributor, said.

In terms of budget, producers Adlabs and Baweja have invested about Rs.500 million in Love Story 2050. Jaane Tu, written-directed by Abbas Tyrewala, is comparatively a low budget film. Co-produced by Aamir, his cousin Mansoor and PVR cinemas, the total cost of the film is Rs.300 million.

The response for Jaane Tu is very good and the bookings began five days before the film released, said an executive of PVR cinemas.

Pradipto Roy of Jam Cinemas, another multiplex, echoed this, saying: "Jaane Tu has won the youngsters' hearts as its advance bookings are much more than Love Story 2050. It should also fare better as the music is already a big hit, courtesy AR Rahman.

"Secondly, I feel that it is not an experiment like Love Story 2050. Except Krrish, sci-fi experiments have mostly failed."

Surendra, another distributor, expressed confidence in Jaane Tu saying: "With Aamir Khan promoting and producing it, there are high hopes for the film. Love Story 2050 is a sci-fi movie and I have my doubts about it."

Harman's mother Pammi Baweja, who is the co-producer of Love Story 2050, herself has apprehensions about the movie.

She said: "I won't say that we have a lot of expectations from the film, but we just want people to appreciate it and like Harman's performance in the film."

Trade analyst Taran Adarsh is looking forward to both films.

"Both are fresh and novel. Both should do well. There's always space for a good film in the market," Adarsh said.

Former Bollywood actress Karisma Kapoor was also upbeat. "I am going to see both of them. It is great to see new talent in the industry and I am sure both would do well," she said.

Books of summer 2


Packing for vacation, dedicated readers often tuck the summer's must-read "beach books" into their suitcases along with the Coppertone and mosquito repellent.

But why does relaxing with a best seller mean snoozing through the afternoon, barely digesting a fluffy romance about a sensitive stockbroker who empowers his secretary or a lurid thriller about the hottie detective who catches the salivating serial killer stalking her to a Caribbean hideaway?

Instead of nodding off in a hammock with an author as predictable as Aunt Dot's casserole, why not take a chance with a new writer who'll lead you into bracing waters.

Not to be snobby but toss anything advertised as "unapologetically romantic," "swift-paced and readable" or "just perfect for a quiet afternoon" out with the fish guts and Danielle Steele.

As summer approaches, several notable authors and a few newcomers have published novels and memoirs that address issues that touch the marrow of our lives with fresh language that stimulates readers' imaginations just like the best vacations.

Here are some eclectic suggestions about new books that'll make memorable summer reading.

American jihad

Dubus has accepted the post-9/11 artistic challenge that's bedeviled the world's finest English-language writers from Don DeLillo in "Falling Man," to John Updike in "Terrorist," from Brit Ian McEwan's "Saturday" to Jonathan Safran Foer's disorienting "Extremely Loud and Incredibly Close."

Dubus may not be the polished stylist but he writes from his guts about people we pass in the street caring for a sick child, lusting after a stranger or seeking martyrdom. His "Garden of Last Days" is a masterpiece that captures the flavor of these troubled times with unflinching honesty.

With U.S. servicemen and women fighting overseas, John Gimlette's fine "Panther Soup" observes war's carnage, tedium and absurdity through the sometimes bemused eyes and clear memory of 89-year-old Weston resident Putnam Flint. Subtitled "Travels through Europe in War and Peace," this Everyman's tale wrenches World War II from the History Channel to make it something personal that happened to a quiet uncle who still won't talk about it. A London attorney and travel writer, Gimlette accompanied Flint across Europe in 2004 following the route he took in 1944 serving with US Seventh Army in a tank destroyer unit called the Panthers.

On his first visit to Europe in 60 years, Flint recalls his adventures utterly without illusion. He killed when he had to. He visited the brothels of Pig Alley in Paris when he could. Like some buddies of German ancestry, he regarded their German enemies as "people like us" and "more sensible" than their French allies.

ringbo pay a song in our hearts the other broad daylight, and now that we've pretended to sit in its little robotic seat, we can settle you that the incident is just as magical as the video makes it out to be. in case you're unconventional, the bumper-mounted ir sensors work great for stopping younger from knocking over another vase, and the controls absolutely couldn't be simpler. we heard a price somewhere in the ballpark of a few hundred dollars, but there's very no telling until it lands stateside for reals. check outside our outdo approximation of the original music video after the defeat -- and be amazed.
